Will my Pomeranian loose his hair

So I have a 5 year old Pomeranian who once in awhile will get skin infections, I cut his hair to help him with the itching and it does help him, he`ll stop itching aroud the day after the hair cut. The thing is I have always used very bad house scissors that didn`t go through his coat very well. But yesterday I used Dog grooming scissors for the first time and I accidentally cut him too short! On his back are two almost bald patches where I cut too close to his skin. What worries me is that he is always scratching and his fur is falling out in tiny clumps!
