Pomeranian Eyes

I’ve noticed an orange glow in my 7 month old Pomeranian’s eyes for a while but didn’t think anything of it until I noticed a small area of bumps on each eye, one on which is along half of the eye. And that the orange rigged glow was only coming from behind that area of the bumps. She doesn’t scratch her eyes and she can see fine, but I don’t know what’s wrong. She absolutely will not stay still for even a second so I couldn’t capture a picture. But what’s wrong with her eyes?
