I have a pomeranian

My male pomeranian is almost 3 years old and has developed a clicking noise in his neck he raises his neck and it creates a clicking noise and he continues to to lift his head until he has got it to pop. It reminds me of me when trying to pop my knee I keep lifting my knee till it pop’s. Has anyone else seen this in your dog? I did have an x-ray done that showed nothing abnormal
