Hypothyroid Pom on treatment and still losing hair

Hi. My poor little Pomeranian has been on the hypothyroid medication now for over a year. I’m becoming more concerned because I’m still noticing hair loss. When we originally took him in he only had very little bald spots. They have grown in the first few months and I was told not to be concerned..but now he is practically almost bald on his back with the exception of a thin “mow-hawk” of hair down his back. I’ve had other problems with him where they’ve checked his levels and even went to different doctors and all say his levels are normal..so why is the hair loss continuing? Could something else be wrong?
He also started having seizures so he is on medication for that as well. Since beginning medication for that however he has not had a seizure since.
Any advice would be appreciated 🙂 Thanks
