How can I thin the undercoat without cutting the colored upper coat?

My Jethro is a purebred rescue so I don’t know his background. He’s a big guy weighing in at 17lbs, healthy and a very good boy. He was about 1 yr old when I got him, and his adult fur had not come in yet. He is now 6 yrs old with an incredible coat. It is extremely dense and healthy – he is very handsome.
The problem: I will not allow a groomer to cut his hair as I prefer it to be natural and am afraid it will not grow back. I brush him every day. One groomer cut the long hair on his bum, and now it looks like sheep skin (all thick undercoat). Living in the desert, he gets overheated in the summer to the extent of becoming ill if I’m not careful. After going to the dog park last evening, he had diarrhea. I cooled him down as best as I could without submerging. Now, 24 hours later, he seems fine, has gone for a walk and ate a good supper.

Is there a way to get his undercoat thinned without cutting the beautiful long upper coat?
