hindquarters problems

my pom is 17 in pretty good shape. he wanted to go out at 3;30 in the morning he jumped off the porch rather than going down the stairs.ever since he constantly turns in circles and will not lay down. when he walks out side he walks sideways and his hindquarters sometimes falls to the ground. he does not yelp or to appear to be in pain unless i pick him up.
