head tilted

Hi, Our PoM is 15 years old .Usually full of barking and running.Now we often see her head tilted at such an angle that she cannot hardly walk without falling.As she tries to walk,the condition gets a little better,and sometimes she can run,and bark without falling. We have taken her to the Vet twice and no help.
