Front leg problem

My male toy pom will be 9 in Nov. About a 1 1/2 ago he started falling over on his front legs. His front paws just flop backwards when he walks. What might the cause of this problem be? He also has problems with breathing. He has had this problem since he was young, but it is getting worse as he ages. I am pretty sure it is the collapsing trachea issue. Is there anything we can do to help this issue? Thanks for any advise you can provide.
